The Patient Protection and Affordable Care Act expands the Recovery Audit Contractors (RAC) program by requiring state Medicaid agencies to contract with one or more RAC prior to 2011. The purpose of the RAC is to identify underpayments and overpayments, as well as recover overpayments made for services provided under state Medicaid plans and state plan waivers.
